Istovremeno, odlukom o pomilovanju batinaša i osoba povezanih sa kriminalnim miljeom, priznao je da je odobravao nasilje na ulicama. “Ni Al Kapone nije ništa potpisivao”, komentariše advokat Božo Prelević, dok politikolog Duško Radosavljević ističe da je jasno da je Vučić arhitekta celokupnog haosa u državi bez obzira šta je ili nije potpisao. Prelević ocenjuje da je u toj rečenici najviše prozvan još uvek aktuelni ministar finansija Siniša Mali.“Da podsetim Vučića, ni Al Kapone nije ništa potpisivao, a zvali su ga ‘šefe’”, ističe ovaj beogradski advokat.Vučić, kako ističe naš sagovornik, nije ništa potpisivao “kad je pretio tužiocima i sudijama, kada je smenjivao policajce, kada je sprovodio Ohridski i Briselski sporazum, kada je tražio da sva značajnija preduzeća u Srbiji položu depozite u Alta banci, kada je birao sve od selektora fudbalske reprezentacije do urednika RTS-a.“Kad budu pitali te ljude, koji su izglasali ono što je on od njih tražio, oni se sigurno neće složiti sa tim da on nije kriv jer nije ništa potpisivao. To što Vučić sada priča nema nikakve veze”, naglašava Prelević. Kome Velja Nevolja šalje slike samlevenih ljudi iz Ritopeka? Ako vam je slao slike, ili ako je neko od vaše bliske rodbine bio na tom klanju, ne možete vi da kažete da to niste znali”, ističe Prelević.Podvlači da je “nisam ništa potpisivao” davno prevaziđen koncept odbrane i dodaje kako i domaći i međunarodni sudovi gledaju ko je bio na vrhu komandnog lanca.“To nisam ništa potpisao nema nikakvog efekta. On je bio predsednik republike, predsednik stranke, Alfa i Omega Srbije 14 godina. Ne može Vučić nikako da pobegne od odgovornosti”, zaključuje Prelević.Duško Radosavljević, politikolog i univerzitetski profesor, smatra da je Vučičevo objašnjenje da nije ništa potpisivao jedna vrsta opravdanja kukavica."Opravdanje kukavice"“To je vrsta opravdanja, recimo, Ratka Mladića. Kad pokupi sve one ljude u autobusu u Srebrenici i kaže im: ‘Ja kao gospod Bog vam kažem". A onda na sudu tvrdi da nije bio tada u Srebrenici, već u Beogradu. Zar on misli da će mu biloko poverovati da je Siniša Mali radio nešto bez njegovog znanja i dozvole ili da je Jorgovanka Tabaković njemu iza leđa dala dozvolu da iz zemlje bude izneto skoro 400 miliona evra. Foto: Marko Ljutica autor: 03. nov. 2026. 15:36 Na konsultativnoj sednici Saveta Regulatornog tela za elektronske medije (REM) koja je održana danas (utorak), a kojoj je prisustvovalo svih osam članova ovog tela dogovoreno je da će na sutrašnjoj sednici biti razgovora o prvim merama protiv TV Informera, a takođe je i dogovoren novi pravilnik o izboru članova Upravnog odbroa (UO) Radio Televizije Srbije (RTS), saznaje Danas. Oglas Predstavnici medijskih i novinarskih udruženja, organizacija civilnog društva i akademske zajednice predali su 27. oktobra REM-u inicijativu za oduzimanje dozvole za emitovanje televiziji Informer. Na prethodnoj sednici Saveta REM-a, održanoj 29. oktobra, rečeno je da će najpre biti upoređene sve dosadašnje prijave protiv TV Informera sa navodima iz Inicijative. Nakon toga biće otvoreni novi predmeti za slučajeve koji nisu obuhvaćeni ranijim prijavama, a o samoj Inicijativi raspravljaće se na osnovu tako utvrđenih podataka.Ivana Stevanović iz Fondacije Slavko Ćuruvija, koja je jedna od potpisnika Inicijative za oduzimanje dozvole za emitovanje Informeru za Danas ističe da Savet REM-a treba da preispita sve što je TV Informer radio u prethodne dve, tri godine, jer, kako kaže, postoji mnogo prijava koje su podnete i kada Savet nije postojao.“Kada Savet sve preispita i kada svako od njih donese neki stav, imaćemo vrlo brzo situaciju da ta televizija ne može da nastavi da funkcioniše, pogotovo što oni i dalje nastavljaju iz dana u dan, ne samo da targetiraju ljude i ugrožavaju sva moguća prava ljudi na koje se okome, već i da zaista uzbunjuju javno mnjenje na jedan način koji može da bude i opasan na kraju, a koji je satkan od potpunih laži, neistina, manipulacija i tako dalje. Očekujem da oni u zakonski predviđenoj proceduri urade sve što je do njih, i pre svega da to urade na dovoljno brz način, da se što pre zaustavi ovo što se na Informeru dešava. I da ne gubimo mesece sada na taj postupak, jer zaista za to nema potrebe”, kaže Stevanović.Dodaje da već postoji mnogo dokaza protiv TV Informera i ističe da dok se ne steknu uslovi za trajno obustavljanje emitovanja, postoji mera privremene zabrane emitovanja programa.“Članovi Saveta mogu da izriču privremene mere sve dok se ta televizija ponaša na način na koji se ponaša, a da ne pričamo o tome da ona zaista nije nikada smela ni da dobije dozvolu za emitovanje”, objašnjava Stevanović.Kada je u pitanju rasprave o TV Informeru, u Savetu REM-a je od momenta konstituisanja tog najvišeg regulatornog tela od kraja septembra bilo različitih situacija, od jednoglasne odluke članova Saveta da Informer bude pod monitoringom tokom izborne kampanje, a koju je potpisao predsednik Saveta Stevica Smederevac, do toga da su tu odluku iznenada promenila četiri člana Saveta – Smederevac, Snežana Miljković, Milan Petković i Miloš Garić. Bilo je i bizarnih situacija kada je sednici prisustvovao glavni urednik Informera Dragan J. Vučićević, kome je dopušteno da svoju odbranu obrazlaže više od sat vremena za ispitni postupak koji je pokrenut protiv ove televizije, a da je predsednik Saveta dopustio njegovo, po mnogim ocenama, nedolično ponašanje. Bilo je i predlaganja opomene Informeru, umesto privremene zabrane emitovanja programa koja može da se izrekne za period od jednog do 30 dana, a koju su predložila četiri nezavisna člana Saveta REM-a – Rodoljub Šabić, Dubravka Valić Nedeljković, Mileva Malešić i Ira Prodanov Krajišnik. Sve ovo potkrepljuje sumnje u javnosti da postoji zaštita ove televizije u samom REM-u, uprkos konstatnom kršenju zakona Republike Srbije i etičkih kodeksa. Mislim da je i njima savršeno jasno sa kim i sa čim imaju posla. Oni moraju da razumeju gde se nalaze, šta rade, a na kraju krajeva i da budu svesni svoje odgovornosti ukoliko nastave sa ovakvim ponašanjem koje predstavlja jednu proceduralnu manipulaciju i blokadu rada Saveta”, zaključuje ona. Vanja Macanović Foto: Ivan Dinić/Nova S Sa druge strane, Vanja Macanović iz Autonomnog ženskog centra (AŽC), koji se takođe nalazi među onima koji su potpisali Inicijativu za oduzimanje dozvole Informeru, za Danas kaže da ne misli da će se bilo šta desiti na sednici u vezi Inicijative.“Najiskrenije, mislim da se neće ništa desiti, da će četiri člana REM-a i dalje opstruirati pokretanje bilo kakvog postupka protiv Informera, nažalost. Vlast se i dalje nije promenila. Sad je ovaj međuperiod u kome je moguće mešetariti. I to oni rade, i radiće do kraja, dokle god to bude moglo. Tako da, nažalost, dok se ne izabere deveti član Saveta REM-a, dok se ne formira skupština, REM ostaje suštinski blokiran”, kaže Macanović. TBGazeta Minuti arbn · November 3, 2026 · Uncategorized Një projektligj i ri për ndryshimin dhe plotësimin e Ligjit për Ndarjet Buxhetore të vitit 2026 parasheh ndarjen e miliona eurove shtesë për pagat e punonjësve të sektorit publik dhe për mbulimin e kostos së pensioneve bazike në Kosovë.ADVERTISEMENTSipas dokumentit, janë planifikuar gjithsej 122 milionë euro shtesë, të cilat do të orientohen në dy kategori kryesore: paga dhe shtesa për punonjësit që paguhen nga buxheti i shtetit, si dhe pensionet bazike.Një nga pikat që pritet të zgjojë interesim të madh te punonjësit e sektorit publik është propozimi për financimin e pagës së 13-të.ADVERTISEMENTKonkretisht, projektligji parasheh që në kuadër të Ministrisë së Financave të shtohen 102 milionë euro në kategorinë buxhetore “Paga dhe shtesa”.Këto mjete janë paraparë për të mbuluar koston e pagës së 13-të dhe kompensimin retroaktiv të përvojës së punës.Kompensimi retroaktiv lidhet me zbatimin e aktgjykimit KO79/23 të Gjykatës Kushtetuese, i cili trajton dispozita të legjislacionit për pagat në sektorin publik.Sipas dispozitave të propozuara, qeveria, me propozim të ministrit të Financave, mund të miratojë kompensimin për përvojën e punës për punonjësit që paguhen nga buxheti i Republikës së Kosovës.Kjo do të thotë se projektligji synon të krijojë bazën buxhetore për pagesat përkatëse, por shumat individuale dhe mënyra e realizimit të tyre do të varen nga vendimet dhe procedurat e zbatimit.Përveç punonjësve të sektorit publik, projektligji përfshin edhe një ndarje të rëndësishme për pensionistët.Në buxhetin e Ministrisë së Punës, Familjes dhe Vlerave të Luftës Çlirimtare parashihet të shtohen 20 milionë euro për Departamentin e Pensioneve.Këto mjete do të përdoren për mbulimin e kostos së pensioneve bazike.Megjithatë, ndarja e kësaj shume nuk nënkupton automatikisht rritje të pensionit individual për secilin përfitues, pasi dokumenti e përcakton financimin si mbulim të kostos së skemës.Një tjetër dispozitë e projektligjit ka të bëjë me sigurimin e mjeteve shtesë për nevojat e buxhetit të shtetit.Qeverisë parashihet t’i jepet autorizimi për të kërkuar shpërndarjen e dividendës nga ndërmarrjet publike, deri në një vlerë prej 30 milionë eurosh.Sipas tekstit të propozuar, këto mjete duhet të transferohen në llogarinë e vetme të Thesarit brenda 30 ditëve nga hyrja në fuqi e ligjit.Projektligji parasheh gjithashtu përditësimin e tabelave përkatëse buxhetore, në mënyrë që ndryshimet financiare të pasqyrohen në dokumentet zyrtare të buxhetit.

14:04 | 3 Nëntor 2026 Pas 15 vjetësh, ngrihet aktakuzë në mungesë për vrasjen e Diana KastratitProkuroria Themelore në Prishtinë ngriti aktakuzë ndaj A.J., të dyshuarit për vrasjen e Diana Kastratit, 15 vjet pasi ajo u vra me armë zjarri në Prishtinë.Lajmin e konfirmoi për Radion Evropa e Lirë Prokuroria Themelore në Prishtinë, e cila bëri të ditur se aktakuza është ngritur në mungesë, më 22 tetor 2026. Përveç veprës penale të vrasjes, A.J. akuzohet edhe për “mbajtje në pronësi, kontroll ose posedim të paautorizuar të armëve”.Megjithatë, mbetet e paqartë se çfarë ka ndryshuar në këtë rast pas një dekade e gjysmë dhe çfarë e ka mundësuar ngritjen e aktakuzës pikërisht tani.Sipas raportimeve të mëhershme, i akuzuari ndodhej në Spanjë dhe autoritetet kosovare kishin hasur në pengesa për ekstradimin e tij.Radio Evropa e Lirë e pyeti Prokurorinë për arsyet e vonesës së aktakuzës, zhvillimet eventuale në hetime dhe vendndodhjen aktuale të të akuzuarit, por, deri në publikimin e këtij lajmi, nuk mori përgjigje.Gjykata Themelore në Prishtinë ende nuk konfirmoi nëse e ka pranuar aktakuzën dhe në cilën fazë ndodhet procedura gjyqësore.Rasti i Diana Kastratit është kthyer në një shembull të dështimit institucional në mbrojtjen e grave nga dhuna në Kosovë. Diana u vra vetëm 22 ditë pasi kishte kërkuar mbrojtje emergjente nga gjykata, e cila nuk kishte vepruar ndaj kërkesës së saj – një mosveprim që Gjykata Kushtetuese më vonë e konstatoi si shkelje të së drejtës për jetë.Vrasja dhe kërkesa për mbrojtje që mbeti pa përgjigje Diana Kastrati ishte 27 vjeçe kur u vra më 18 maj 2011, në Prishtinë.Sipas dokumenteve gjyqësore, ajo ishte qëlluar me armë zjarri në qafë, ndërsa i dyshuar për vrasjen ishte ish-partneri i saj, A.J., me të cilin kishte bashkëjetuar për më shumë se dhjetë vjet dhe kishte një vajzë.Më 17 janar 2011, Diana kishte paraqitur padi për shkëputjen e bashkësisë jashtëmartesore me A.J., për shkak të përkeqësimit të marrëdhënieve mes tyre, sipas aktgjykimit të Gjykatës Kushtetuese të Kosovës të vitit 2013.Pas paraqitjes së padisë, ajo ishte zhvendosur bashkë me vajzën te prindërit e saj.Më 26 prill të atij viti, për shkak të kërcënimeve të pretenduara ndaj saj dhe vajzës, Diana iu drejtua Gjykatës Komunale në Prishtinë, duke kërkuar urdhër për mbrojtje emergjente.Sipas ligjit në fuqi, gjykata duhej të vendoste për kërkesën brenda 24 orëve.Por, kërkesa mbeti pa përgjigje.Vetëm 22 ditë më vonë, Diana u vra.Mosveprimi i gjykatës u bë më pas objekt i një beteje të gjatë ligjore, të nisur nga prindërit e saj, Gëzim dhe Makfire Kastrati.Gjykata Kushtetuese konstatoi shkelje të së drejtës për jetëNë prill të vitit 2012, prindërit e Dianës iu drejtuan Gjykatës Kushtetuese, duke pretenduar se mosveprimi i Gjykatës Komunale në Prishtinë kishte cenuar të drejtat themelore të vajzës së tyre.Në shkurt të vitit 2013, Gjykata Kushtetuese u dha të drejtë.Në aktgjykimin e saj, ajo konstatoi se Gjykata Komunale kishte dështuar të përmbushte detyrimet ligjore për shqyrtimin e kërkesës për mbrojtje emergjente.Sipas Kushtetueses, ky mosveprim përbënte shkelje të së drejtës për jetë, të garantuar me nenin 25 të Kushtetutës së Kosovës dhe nenin 2 të Konventës Evropiane për të Drejtat e Njeriut.Gjykata konstatoi gjithashtu shkelje të së drejtës për mjete juridike, të garantuar me nenet 32 dhe 54 të Kushtetutës së Kosovës dhe nenin 13 të Konventës Evropiane për të Drejtat e Njeriut.Në aktgjykim përmendet edhe një masë disiplinore ndaj gjyqtarit që kishte trajtuar kërkesën e Dianës.Nga konstatimi i shkeljes te dëmshpërblimiPas vendimit të Gjykatës Kushtetuese, prindërit e Dianës vazhduan përpjekjet për të kërkuar përgjegjësi nga shteti.Në nëntor të vitit 2013, Gëzim dhe Makfire Kastrati ngritën padi kundër institucioneve përgjegjëse, duke kërkuar kompensim për dëmin jomaterial të shkaktuar nga vrasja e vajzës së tyre dhe mosveprimi i autoriteteve për ta mbrojtur.Në vitin 2019, Gjykata Themelore në Prizren vendosi që Republika e Kosovës t’u paguante prindërve të Dianës 95 mijë euro dëmshpërblim për vuajtjet shpirtërore.Megjithatë, pas ankesës së Avokaturës Shtetërore, Gjykata e Apelit e uli shumën e dëmshpërblimit në 30 mijë euro në shkurt të vitit 2023.Sipas vendimit të Apelit, Këshilli Gjyqësor i Kosovës dhe Qeveria e Kosovës u detyruan ta paguanin këtë shumë në mënyrë solidare.Pse i dyshuari nuk është sjellë para drejtësisë?Për vite me radhë, pamundësia e ekstradimit të të dyshuarit nga Spanja kishte qenë një nga pengesat kryesore për procedimin e rastit të vrasjes së Diana Kastratit.Në maj të vitit 2022, organizata QIKA raportoi se Ministria e Drejtësisë dhe Prokuroria Themelore në Prishtinë kishin konfirmuar se Spanja kishte refuzuar ekstradimin e të dyshuarit në Kosovë.Sipas QIKA-s, Prokuroria kishte pezulluar hetimet për këtë rast.Spanja është një nga pesë shtetet anëtare të Bashkimit Evropian që nuk e njohin pavarësinë e Kosovës.Ngritja e aktakuzës tani shënon një zhvillim të ri në rastin që ka mbetur pa epilog penal për 15 vjet.Ajo, megjithatë, nuk nënkupton shpalljen fajtor të të akuzuarit, i cili prezumohet i pafajshëm derisa fajësia e tij të vërtetohet me vendim gjyqësor të formës së prerë.Aktakuza në kohën e një tjetër rasti që tronditi KosovënAktakuza për vrasjen e Diana Kastratit vjen në kohën kur Kosova po përballet me reagime të shumta pas vrasjes së Arlinda Zekajt, më 25 tetor, në Pejë, për të cilën dyshohet ish-kunati i saj.Edhe Zekaj kishte kërkuar mbrojtje nga institucionet, duke paralajmëruar se jeta e saj ishte në rrezik.Gjetjet preliminare të Inspektoratit Policor të Kosovës (IPK) nxorën në pah një varg lëshimesh në trajtimin e rastit.Sipas IPK-së, Policia nuk kishte dokumentuar ekzekutimin e një urdhri mbrojtës të lëshuar më 7 shtator, ndërsa një urdhër tjetër, i 16 tetorit, ishte zbatuar me gjashtë ditë vonesë.Po ashtu, drejtuesit policorë në Pejë nuk kishin trajtuar një kërkesë të hetuesit për rivlerësimin e rrezikut dhe shtimin e masave të sigurisë për Zekajn.Pas vrasjes, një varg zyrtarësh policorë dhe prokurorësh u pezulluan nga detyra, ndërsa drejtori i përgjithshëm i Policisë së Kosovës, Gazmend Hoxha, dha dorëheqje më 30 tetor, duke e cilësuar vendimin si akt të përgjegjësisë morale.Kuvendi i Kosovës ka themeluar edhe një komision hetimor parlamentar për të shqyrtuar veprimet dhe mosveprimet institucionale në këtë rast.Megjithëse rrethanat e dy vrasjeve janë të ndryshme, të dyja rastet kanë ngritur pyetje për efektivitetin e institucioneve në mbrojtjen e grave që raportojnë dhunë dhe kërkojnë ndihmë.
