A Tibetan man protesting China’s occupation fatally set himself on fire outside the United Nations headquarters in Manhattan on Thursday evening, capturing the horrifying scene on livestreamed footage.The protester, identified by a friend as Lobga Rangzen, was dressed in full monastic garb when he planted a Tibetan flag on the sidewalk and then self-immolated along the busy street during the evening rush, according to the video.He scattered pieces of paper as he burned to death.Rangzen, who has lived in the US for about 20 years and worked as an Uber driver, crumbled to the ground less than a minute after he was engulfed in flames as passing cars honked their horns.An apparent protester set himself on fire outside New York City’s United Nations headquarters on Thursday. Obtained by the NY PostAbout 15 seconds later, a pair of first responders with fire extinguishers doused the flames. Rangzen, 42, was taken to Bellevue Hospital, where he was pronounced dead, police said.One witness, a 37-year-old man from New Jersey, said that he “just saw some smoke from over there, gushing up.”“It was a big flame with fire,” he continued, adding that he saw two officers from the UN put out the flames.“Thank god they were there, but it was too late man.”By the time first responders arrived, Rangzen’s breathing was so faint his survival seemed unlikely, the witness said.The incident occurred at 42nd Street and First Avenue, where an NYPD officer is seen holding a sign reading “China Out of Tibet.” William C Lopez/NY Post“He was too far gone.”Lobsang Paljor, a fellow Uber driver and friend of Rangzen, said he met Rangzen through their local Tibetan community and was shocked that he self-immoluted. Paljor said his friend embraced peaceful protests.“No, never aggression,” Paljor told The Post. “But he was always like, you know, peaceful protest, as always,” he continued.Paljor emphasized that Rongzen opposed the Chinese occupation and that he wanted “to have a complete, free Tibet.”Sources said Lobga Rangzen, the man who lit himself on fire, who was identified by a friend of his, did so at around 7 p.m. FacebookThe flag was still in place about an hour after the shocking display as cops investigated the scene.Police were spotted carrying the sheets of paper that Rongzen scattered, one of which said “CHINA OUT OF TIBET” — a slogan commonly associated with the Tibetan Independence Movement, or contemporary “Free Tibet” movement.Since March 2009, more than 150 people are known to have set themselves on fire in Tibet to protest what they describe as “Chinese occupation,” according to Free Tibet.The “Free Tibet” movement seeks to recapture sovereignty for the Tibet Autonomous Region, marked by the restoration of power to the Dalai Lama, the highest spiritual leader in Tibetan Buddhism.The protester was taken to Bellevue Hospital in grave condition. Why Trump's New Plan Targets 'Birth Tourism' in the U.S.

The Supreme Court’s ruling on birthright citizenship Tuesday may have resolved key constitutional questions.Still, the Trump administration says it is continuing to explore measures aimed at limiting so-called “birth tourism.”Now, the Trump administration has unveiled a “Plan B” to help address the issue.Homeland Security Secretary Markwayne Mullin said the administration believes it has the authority to deny entry to women traveling to the United States late in their pregnancies if officials determine the trip is intended primarily to secure U.S. citizenship for a child.Mullin said the policy is intended to address both health and national security concerns, the Washington Times reported.Advertisement Acting Attorney General Todd Blanche said the Justice Department also plans to intensify enforcement against companies that organize or facilitate “birth tourism.”According to Blanche, federal authorities will target businesses that advise pregnant women on how to obtain visas or evade scrutiny from U.S. consular and border officials.“Everybody should agree that it’s a violation of our laws if your intent in coming here if you’re pregnant is to have a child that’s a U.S. citizen,” Blanche told reporters on Wednesday.He added that birth tourism is a “booming industry.”Immigration advocates hailed the Supreme Court’s 5-4 ruling, but Mullin echoed Supreme Court Justice Samuel Alito’s concerns about it impacting, potentially, national security.“This is truly a national security risk,” he said on Fox News.In a dissenting opinion, Alito argued that birthright citizenship could create national security concerns in certain circumstances.He suggested that citizens of adversarial nations could travel to the United States to give birth before returning home to raise U.S.-citizen children in countries hostile to American interests.Immigration experts have long identified China as one of the countries associated with organized “birth tourism,” in which pregnant women travel to the United States to give birth before returning to their home country.However, the overall number of births resulting from organized birth tourism remains unknown.The Supreme Court’s ruling applies to children born in the United States to both temporary legal visitors and immigrants who are in the country unlawfully.According to the most recent estimates from the Pew Research Center, approximately 245,000 babies were born in 2023 to parents who were both living in the United States without legal status.The research group also estimated that roughly 15,000 children were born to mothers who were in the country legally on a temporary basis while the fathers did not have permanent legal status.That latter category includes a range of temporary residents, such as international students and guest workers, in addition to any individuals who may have traveled to the United States specifically to give birth.But, it does happen, the Times noted.Justice Department attorneys told the Supreme Court that hundreds of businesses advertise or facilitate birth tourism services for foreign clients seeking to give birth in the United States.In one case cited by the department, federal prosecutors targeted USA Happy Baby Inc., which operated what authorities described as a “maternity house” in Rancho Cucamonga, California.According to court records, the company rented apartments to pregnant Chinese women who traveled to the United States to give birth before returning to China several weeks later.Prosecutors alleged that the company’s operators instructed clients to misrepresent the purpose and length of their trips when applying for U.S. visas.Court filings also allege that clients were advised to conceal their pregnancies from border officials by wearing loose-fitting clothing, minimizing how far along they were if questioned, and following other fraudulent strategies designed to avoid additional scrutiny.According to the DOJ, the company charged some clients as much as $100,000 for premium birth tourism services.Beyond addressing birth tourism, the Trump administration has continued to prioritize broader immigration enforcement.The Department of Homeland Security says it has reduced illegal border crossings while expanding efforts to remove immigrants who are in the United States unlawfully.Administration officials have described the strategy as a focus on stronger border security combined with increased interior immigration enforcement and deportation operations.This article may contain commentary which reflects the author's opinion.

The United States is facing an "attack on the rule of law that is different in kind and scope to anything I've seen in my lifetime," the special counsel who brought charges against Donald Trump after his first term said Thursday.Former special counsel Jack Smith told MS Now that judges can't trust the Justice Department as it's been reconstituted under the current Trump administration."That's happening every day. These are people who committed their crimes in the name and in the interest of Donald Trump, and he's returned the favor by pardoning them," Smith said."That sends one message to them; a message I'm equally concerned about is the message that it sends to law enforcement," he said.Smith said that is "just plain wrong."As a result, he said, he is "very concerned" about the integrity of the upcoming midterm elections.Popular Reads"The people who perpetrated Jan. 6 have probably learned from how they did that," he said.Smith charged Trump in 2023 with undertaking a "criminal scheme" to overturn the results of the 2020 election in order to remain in power, and with mishandling classified materials after leaving the White House in 2021.Trump pleaded not guilty to all charges in both cases, before both cases were dropped following Trump's reelection due to the Justice Department's long-standing policy barring the prosecution of a sitting president, after a federal judge tossed the classified documents case on the grounds that Smith's appointment was unconstitutional."We did this case the way I've done cases throughout my career, same investigative techniques, same use of the tools that a federal prosecutor has," Smith said, adding that there was "no predetermined outcome" in his decision-making as special counsel. "That just that contrasts to what we're seeing today, where there is a predetermined outcome, process doesn't matter, and we just have to find a way to get to that outcome," Smith said, referencing the DOJ's recent cases against former FBI Director James Comey and New York Attorney General Letitia James that were dismissed because the appointment of the U.S. attorney who brought the indictments was deemed invalid."The only reasonable explanation is the president has it out for these people," Smith said. "And he has people who are his former personal lawyers who are going to do what he says, regardless of the facts or law."After it was announced that a major law firm was representing Smith, the Justice Department targeted the firm by stripping Smith and attorneys representing him of their security clearances. "As soon as that becomes public, the president and the Justice Department target that law firm, and they do it because they don't want me to have counsel. They don't want to have anyone represent me," he said.The law firm stood by Smith, he said.Smith said he doesn't think about being indicted and said he is focusing on supporting the people who worked with him. A spokesperson for the Justice Department did not immediately respond to a request for comment from ABC News.

"And he has people who are his former personal lawyers who are going to do what he says, regardless of the facts or law."After it was announced that a major law firm was representing Smith, the Justice Department targeted the firm by stripping Smith and attorneys representing him of their security clearances. "As soon as that becomes public, the president and the Justice Department target that law firm, and they do it because they don't want me to have counsel. They don't want to have anyone represent me," he said.The law firm stood by Smith, he said.Smith said he doesn't think about being indicted and said he is focusing on supporting the people who worked with him. A spokesperson for the Justice Department did not immediately respond to a request for comment from ABC News.

The procedural vote covered several measures, including a must-pass defense authorization bill that Republican leaders plan to pair with the SAVE America Act.Fourteen Republicans joined Democrats in voting against the rule, preventing the legislation from moving forward.The GOP holdouts included Luna and Reps. Max Miller, R-Ohio, Eric Burlison, R-Mo., Tim Burchett, R-Tenn., Andy Harris, R-Md., Randy Fine, R-Fla., Chip Roy and Keith Self, R-Texas, Eli Crane, R-Ariz., Victoria Spartz, R-Ind, Thomas Massie, R-Ky., and Lauren Boebert, R-Colo., Fox noted.Rep. The Trump administration launched the return of the Presidential Physical Fitness Test this week with Health and Human Services Secretary Robert F. Kennedy Jr. participating in fitness activities with a youth organization.It comes after President Donald Trump signed an executive order last year reestablishing the President's Council on Sports, Fitness and Nutrition."We must address the threat to the vitality and longevity of our country that is posed by America's declining health and physical fitness," the executive order reads.Some kinesiology experts told ABC News they support the administration's efforts to promote fitness. They question, however, whether a fitness test alone will be enough to move the needle on physical activity and exercise."I'm a big believer that anything that raises the discussion on children moving and being active and being fit is a good thing," Jackie Goodway, a professor in the department of kinesiology at Michigan State University, told ABC News. "I think President Trump releasing this focus is a really good thing ... but I think, for me personally, the critique of [the test] outweighs the benefits of it."STOCK PHOTO/AdobeBenefits of physical activityThe origins of the Presidential Physical Fitness Test date back to 1958 when the American Alliance for Health, Physical Education and Recreation (AAHPER) established the Youth Fitness Project, which introduced the first standardized national fitness test in the U.S.The original test consisted of pull-ups for boys and modified pull-ups for girls, sit-ups, a shuttle run, standing long jump, 50-yard dash and softball throw for distance, with a 600-yard walk-run being added later.In 1966, then-President Lyndon B. Johnson established the Presidential Physical Fitness Award Program for youth who scored above the 85th percentile on all seven test items of the AAHPER Youth Fitness Test.The test underwent several modifications before it was retired in 2012 under the Obama administration with the President's Council launching the Presidential Youth Fitness Program, described as a comprehensive school-based program that promotes health and regular physical activity among American youth.The Presidential Physical Fitness Test is just one of many physical fitness tests that students may take in school.The kinesiology experts told ABC News that movement and physical activity are critical for children. Children who are more active have a healthier weight and may have a lower risk of developing conditions including type 2 diabetes, cardiovascular disease or some cancers, research has shown.Additionally, children who are more physically activity tend to be at lower risk for depression and anxiety symptoms.Studies and meta-analyses have also shown that kids who are more active have better academic outcomes."A brain is built through movement and so one of the things we know is that children who have less opportunities to move as infants don't develop the executive function, the cognitive development in the same ways that other children do who are more active," Goodway said.Issues with the testPopular ReadsThe Presidential Physical Fitness Test has previously yielded negative results among some students, according to Goodway. When she has asked adults about their memories of the test, some loved it but others hated it, she said.For students who were less athletic, there's some public humiliation involved with the test, Goodway noted."When you think about a math test and English test, it's private failure. If you don't do very well on a test, the teacher knows and you know, but the rest of your classmates don't know," Goodway said. "But if you come in last in the mile run and everybody's laughing at you, it's public humiliation."2026 Presidential Physical Fitness Test.The White House Other health-related physical fitness tests discuss getting an individual into a healthy fitness zone, but the Presidential Physical Fitness Test has individuals competing against their peers, Goodway said.She said kids would be more incentivized to engage in regular physical activity if they were beating their own records rather than competing against other kids."Ideally what you would want to see is kids competing against themselves," she said. "The next time I do this, can I get a little faster in my mile run? Can I jump a little further?"Chad Killian, an assistant professor of kinesiology at the University of New Hampshire, said students are not getting enough time on physical education (PE) in schools every week.Killian is part of a group surveying PE teachers about the amount of physical activity opportunities available in their schools.The National Academies of Sciences, Engineering and Medicine recommend 150 minutes of PE per week in elementary school and 225 minutes of PE per week for middle school and high school.The group found that many kids are getting much less than the recommended time, according to Killian."When I was a PE teacher in elementary school it was once a week for 30 minutes," he told ABC News. "So that's 36 times in a school year ... how can we expect kids to learn when they don't have time to learn right?"Killian went on, "If you're not going to give kids that time to learn and develop fitness, you shouldn't be assessing fitness. It's just inappropriate."He and Goodway said the success of the Presidential Physical Fitness Test depends on how it is implemented and should involve components such as practicing throughout the year or having teacher involvement."When I did it as a teacher, we did it together," he said. "We'll do it together and encourage each other ... there are good and bad ways to do fitness testing."
